UK Gambling Commission Highlights Financial Risk Assessment Challenges

During the iGB Live event on Wednesday, Tim Miller, Executive Director of the UK Gambling Commission, emphasized the challenges faced by the regulator’s financial risk assessment (FRA) pilot, which identified a segment of players in financial arrears not detected by operators’ existing systems. This disclosure underscores issues in the gambling sector’s current monitoring processes. The debate over FRAs, which emerged from the Gambling Act review white paper, points to a significant disconnect between the regulator and the industry, a situation highlighted by significant opposition from operators regarding the proposed measures.

The FRA pilot, initiated by the Gambling Commission in August 2024, involved several leading operators and aimed to introduce additional checks once a player’s net monthly deposit exceeded £500. A subsequent phase in February 2025 adjusted this threshold to £150. By May 2025, the Commission reported that 97% of checks in this latter phase were deemed “frictionless,” indicating minimal disruption to the players’ experience despite additional scrutiny.

Miller addressed criticisms directed at the proposed policy, suggesting that many in the industry have lost sight of the original intent outlined in the white paper. The policy’s focus is on high-spending customers where signs of financial distress are evident. According to Miller, insights gained from reference agencies have enhanced the understanding of financial distress without adversely affecting the customer experience. He argued that proper implementation of these assessments could, in fact, streamline customer interactions rather than hinder them.

However, the timeline for the full implementation of the FRAs remains uncertain. Miller, who recently announced his departure from the Gambling Commission, indicated that there is currently no set timeline for finalizing the checks. He acknowledged the dual criticism faced by the Commission for both hastening and delaying the policy’s rollout, emphasizing a deliberate approach to ensure effectiveness. International regulatory peers are reportedly monitoring the UK’s progress closely, reflecting the global interest in the outcomes of this regulatory initiative.

In addition to the FRA discussion, Miller voiced concerns over the role of technology companies in combating the illegal gambling market. He criticized these firms for their insufficient efforts to curb the presence of unlicensed gambling websites and their related advertising, claiming that tech giants are not adequately protecting UK consumers. Miller stressed the need for those opposing the illicit market to establish connections comparable to those within criminal networks. He identified affiliates and B2B suppliers as significant contributors to the issue, urging operators to conduct thorough due diligence to avoid associations with unregulated markets.

Miller commended certain operators, such as Entain’s Simon Zinger, for their proactive measures against illegal gambling operations. Such efforts illustrate the industry’s potential role in supporting regulatory objectives through enhanced compliance and collaboration.

As the industry awaits further developments, the next steps will likely involve a meticulous review of the FRA pilot results and comprehensive stakeholder consultations to refine the policy. The Gambling Commission’s approach will be crucial in balancing effective regulation with industry sustainability and consumer protection. The outcome of this process will not only shape the UK’s gambling landscape but could also influence international regulatory practices.
