Delta Corp, based in Mumbai, has decided to pause its ambitious plan to develop an integrated casino resort in Goa. This project, envisioned to be India’s first integrated resort-cum-casino township, was to be located in Dhargal, covering 36 hectares near the Manohar International Airport. The company had planned to invest a substantial 2,500 crore rupees, equivalent to approximately US$285 million, in this venture.
The decision to halt the project follows the Indian government’s consideration of increasing the goods-and-services tax (GST) on casinos from the current 28% to a steep 40%. This potential hike in GST has raised concerns about the viability of the entire casino sector in India. Delta Corp Chairman, Jaydev Mody, expressed his apprehension, stating that such a tax hike would not only make the sector unviable but could also jeopardize thousands of jobs. He emphasized that the increased tax could deter visitors, reduce state revenue collections, and render all investments made by the industry redundant.
The integrated resort planned by Delta Corp was set to be a game-changer for the Indian gaming landscape, including hotels, convention facilities, a shopping mall, and a theme park. Scheduled to open in 2027, the resort was projected to generate approximately 10,000 new jobs, offering a significant boost to the local economy.
However, the journey to realizing this project has not been without hurdles. Apart from the tax issue, Delta Corp is also facing public-interest litigation that challenges the conversion of agricultural land for the construction of a casino complex. This legal matter is currently under review by the Bombay High Court.
Despite these challenges, Delta Corp remains optimistic about the future. In a recent statement, the company highlighted its anticipation of a favorable resolution regarding the land use policy from the Goa government. Such a policy, once established, could lead to the creation of gaming zones and the formalization of the industry in Goa. Delta Corp believes it is strategically positioned to capitalize on these changes, given its leadership role in the local market.
The company has made it clear that the integrated resort remains an integral part of its long-term strategic vision. Delta Corp is prepared to proceed with the project once there is clarity on the GST situation. Until then, the company is taking a cautious approach, keeping the project on hold while monitoring developments closely.
In the broader context, Delta Corp’s decision comes at a time when the gaming industry in India is under increased scrutiny. Last week, the company’s shares experienced a dip following a sudden legislative decision to ban real-money iGaming. Interestingly, the announcement of the project suspension in Goa led to a 15% rise in Delta’s share price, according to India Business Today.
This development has sparked a debate over the potential impact of increased taxation on the gaming industry. Proponents of the tax argue that it is necessary to regulate the industry and ensure it contributes adequately to the state’s coffers. However, critics, including industry leaders like Delta Corp, warn that excessive taxation could stifle growth and innovation, ultimately harming the economy.
As India’s gaming industry navigates these turbulent times, some analysts suggest that there might be a middle ground. They propose a more balanced taxation policy that encourages growth while ensuring fair contributions to the state. Such a policy could help sustain the industry’s momentum while addressing the government’s revenue concerns.
In conclusion, Delta Corp’s pause on the Goa project underscores the complex interplay between taxation, regulation, and industry viability in India’s evolving gaming sector. While the future of the project remains uncertain, the coming months will be crucial as stakeholders continue to negotiate a path forward that balances the interests of all parties involved.
