In a landmark development for the United Arab Emirates, Wynn Al Marjan, the country’s first integrated casino resort, is set to open its doors by March 2027. CEO Abdulla Al Abdouli confirmed this timeline, underscoring the project’s significance in the region’s hospitality and gaming sector. Speaking to the Khaleej Times, Abdouli described it as one of the largest and most eagerly awaited projects in the UAE.

The $5.1 billion development is steadily progressing, having already reached the 61st floor of its planned 70-storey structure as of August. Upon completion, the resort will boast over 1,500 rooms in its hotel tower, the ultra-exclusive Enclave with all-suite accommodations, a sprawling 7,500-square-metre event center, a luxurious five-star spa, and more than 20 dining establishments. A highlight of the resort is the 20,900-square-metre casino, featuring a distinctive “sky gaming” area situated on the 22nd floor.

Located on the Persian Gulf, the expansive complex will offer various amenities, including several pools with private bungalows and cabanas, a marina, and a 420-metre private beach. Al Marjan has been envisioned as the centerpiece of an upscale destination, promising the best in hospitality and entertainment. Conveniently situated less than an hour from Dubai International Airport and merely 15 minutes from Ras Al Khaimah International Airport, the resort aims to attract a steady influx of international visitors.

In October of the previous year, Wynn Resorts was awarded the UAE’s first gaming license, valid for 15 years. This move coincided with the establishment of the country’s General Commercial Gaming Regulatory Authority, led by prominent figures from the US gaming industry. Jim Murren, the former CEO of MGM Resorts, serves as the authority’s chairman, while Kevin Mullally, previously the chief legal officer for Gaming Laboratories International, acts as its chief executive.

The legalization of gaming is part of the UAE’s strategic response to competitive pressures from other Gulf nations, particularly Saudi Arabia. Saudi Arabia recorded a remarkable 30 million international visitors in 2024 and is actively working to increase this number through simplified visa processes and a more relaxed social atmosphere. Confronted with this competition, the UAE is keen on maintaining its status as a leading trade, tourism, and financial hub in the region.

The Wynn Al Marjan’s debut will be complemented by RAKS Central, a sprawling 3.1 million-square-metre mixed-use residential community, also scheduled to open in 2027. Abdouli emphasized the broader vision, stating, “Ras Al Khaimah Tourism Development Authority aims to attract more than 3.5 million visitors by 2030. To achieve this, increased hospitality offerings and active real estate investments, including hotels and apartments, are essential.”

Gaming revenue projections are optimistic, with analysts forecasting figures between $5 billion to $8 billion annually. To put this into context, the Las Vegas Strip generates just over $6 billion, showcasing the substantial market potential. In a March discussion with CNBC’s Jim Cramer, Wynn Resorts CEO Craig Billings hailed Al Marjan as “the best development project in the industry,” highlighting the lucrative prospects it presents.

The completion of the Wynn Al Marjan resort coincides with Wynn Resorts’ strategic acquisition of Crown London, an exclusive casino located in the prestigious Mayfair district. The acquisition, while modest in financial terms, is seen as a significant strategic move, providing Wynn with a database of wealthy UK gamblers who may be enticed to visit the UAE.

Further demonstrating its commitment to expanding its footprint in the region, Wynn has already secured land for a possible second integrated resort in Ras Al Khaimah. This indicates the company’s long-term ambitions in the UAE’s burgeoning gambling and hospitality sectors.

Other players in the industry are also eyeing opportunities in this emerging market. MGM Resorts CEO Bill Hornbuckle revealed plans for a resort in Abu Dhabi, with their license application currently under review. This interest from global operators underscores the UAE’s growing appeal as a new frontier for the gaming and tourism industry.

While the prospects are promising, some analysts urge caution, noting the complexities involved in introducing gaming to a region traditionally conservative regarding such entertainment forms. The success of Wynn’s venture could set a precedent, influencing regulatory frameworks and the pace of future developments. However, the overarching sentiment remains optimistic, as the UAE leverages its strategic location and infrastructure to become a new hub for luxury tourism and gaming.
