Spain’s DGOJ sets March 2027 target for national deposit limits

Spain's DGOJ sets March 2027 target for national deposit limits

National caps and player portal confirmed

Spain’s Directorate General of Gambling (DGOJ) has presented the full roadmap for the country’s new joint deposit limits system, confirming a definitive implementation date of 26 March 2027. The announcement was made by Mikel Arana, the Director General of the DGOJ, during the Gaming in Spain Conference in Madrid, marking a significant step in the regulator’s broader overhaul of online gambling compliance.

The core of the new framework is a joint limits system that aggregates deposits made by an individual across all licensed operators in the Spanish market. Once an applicable threshold is reached, further deposits are blocked across the player’s accounts. This national cap operates alongside existing deposit controls maintained by individual operators, creating a layered protection system for consumers.

Default thresholds and modification rules

Under the proposed framework, default daily deposit limits are set at €700, with weekly limits capped at €1,750. For a four-week period, the maximum allowed deposit is €3,300. These figures represent the baseline restrictions that will apply to all players unless they actively choose to modify them through specific procedures.

Players retain the ability to modify or remove these combined limits, but the process includes enhanced information regarding gambling risks. To prevent impulsive changes, any increases or removals of limits are subject to a mandatory waiting period of three working days before they become effective. Furthermore, limits can only be increased once every three months, a measure intended to discourage rapid escalation of spending.

Technical integration and data protection

Alongside the deposit limits, the DGOJ confirmed the launch of a new Player Portal. This tool provides a single access point for information previously distributed across separate gambling accounts. Through the portal, consumers can review their deposits, stakes, winnings, and losses, as well as access activity histories and aggregated statistics.

The portal also allows users to identify accounts registered in their name, a feature designed to help detect potential identity theft. Additional tools include customisable spending and activity alerts, management of combined deposit limits, and downloadable activity certificates for complete tax years. Access to the Player Portal is free and requires authentication through Spain’s Cl@ve digital identification system.

To ensure compliance, the DGOJ will coordinate the system through a technical infrastructure that checks deposits in real time. This approach is designed to reduce unnecessary information exchanges between operators and to protect personal data by centralizing the verification process.

Testing phase and industry friction

The DGOJ began the testing phase of the deposit limit system for the remainder of 2026. All Spanish online gambling licences are required to integrate into the system during this period. However, Mikel Arana noted that participation has been slower than anticipated. “It is surprising that at this stage operators have still not effectively and generally connected to the system,” Arana said.

Industry criticism has focused on the lack of technical guidance for integrating DGOJ projects. Specific areas of frustration cited by the trade body Jdigital include the implementation of deposit limits, the player database, mandatory safer gambling messages, and the pending risk detection algorithm. In response, Arana criticized Jdigital for insufficient participation during the early drafting of legislative initiatives.

Arana argued that the regulator’s performance should be assessed across the wider overhaul of Spanish gambling, which began with the Royal Decree on Advertising in 2020. The Ministry of Consumer Affairs took control of these overhaul mandates in 2021. Approved measures under this broader framework include joint deposit limits, advertising risk warnings, and new payment controls. The next major procedural step is the completion of the testing phase, with the Ministry of Consumer Affairs aiming for the definitive go-live date of 26 March 2027.

Why It Matters

The national deposit limits will fundamentally change how Spanish operators manage player funds, requiring real-time integration with a centralized DGOJ system by March 2027. This shift moves compliance from individual operator silos to a mandatory collective framework, affecting revenue models and technical infrastructure for all licensed entities. The introduction of the Player Portal also standardizes data access for consumers, potentially altering how customers interact with multiple betting accounts and handle tax documentation.
