The Norwegian Lottery and Foundation Authority (Lottstift) has mandated that Norsk Tipping, the state-owned gambling operator, pay a hefty penalty up to NOK10 million following a significant error in prize notifications for the Eurojackpot game. On June 27, 2025, approximately 47,000 players were misinformed that they had won significantly higher prizes than they actually had, due to a mistake in the conversion formula from euros to kroner.
The error arose from a technical glitch where the conversion formula mistakenly multiplied the prize by one hundred instead of dividing, leading players to believe they had won vast sums. The Eurojackpot draw itself was conducted accurately, and the error was confined to the notification process. In July, Lottstift determined that Norsk Tipping breached the national Gambling Act, yet no immediate action was taken as a comprehensive review of the situation was underway.
With the completion of the review, Lottstift has decided to impose a NOK10 million fine, which corresponds to roughly 0.1% of Norsk Tipping’s 2024 turnover, which was slightly over NOK10.2 billion. Norsk Tipping now has a three-week window to appeal the ruling or present arguments to potentially lessen the penalty. In response, the company has already initiated comprehensive measures to prevent similar incidents in the future.
Vegar Strand, the acting CEO of Norsk Tipping, emphasized the seriousness with which the company regards this breach of regulations. He apologized to the affected players and assured the public that Norsk Tipping is committed to enhancing its operational checks and balances. “Our foremost priority is to ensure our gaming operations are reliable and that our customers can trust us,” he noted. The financial impact of the fine will necessitate a reduction in the company’s charitable contributions, a move that may affect its public goodwill.
The incident has been labeled a “serious breach of trust” by the regulatory authority. Atle Hamar, director of Lottstift, criticized the oversight, urging that players should have absolute confidence in the integrity of their gaming experiences. “It is deeply troubling for players to be told they’ve won a large prize, only to find out it was an error. This incident damages the trust in Norsk Tipping,” he commented. Hamar also pointed out that the failure to catch the mistake during testing or controls indicated a significant oversight in their procedures.
Adding to the scrutiny, Lottstift plans to implement extensive monitoring on various games offered by Norsk Tipping, including Lotto and Vikinglotto, as part of its ongoing examination of the operator’s practices. Earlier this September, the company faced a NOK46 million penalty related to a separate technical error affecting Eurojackpot and Lotto. The regulator discovered that players participating through cooperatives had been granted unfairly enhanced odds of winning, a problem that had persisted since 2015. Despite becoming aware of potential issues as early as November 2024, Norsk Tipping failed to thoroughly investigate, leading to additional scrutiny from Lottstift.
The series of mishaps at Norsk Tipping has sparked a broader conversation about the adequacy of its internal controls and the effectiveness of its governance. Previous CEO Tonje Sagstuen resigned in June following these revelations, signaling the gravity of the situation within the organization. Lottstift’s Hamar expressed concern over the recurring nature of these errors, emphasizing that Norsk Tipping must address these fundamental issues to prevent future occurrences. “The repeated failures indicate a systemic control problem that must be resolved to safeguard both the players and the integrity of the games,” he stated.
