Jim Murren Appointed Interim CEO of UAE Gambling Regulator Following Mullally’s Departure

In the third quarter of 2023, Kevin Mullally was appointed as CEO during the foundational phase of the General Commercial Gaming Regulatory Authority (GCGRA) in the United Arab Emirates. Under his leadership, the regulatory frameworks were established, and he oversaw the launch of the UAE Lottery, marking the nation’s initial foray into licensed gambling.

Jim Murren, who now assumes the CEO role on an interim basis, praised Mullally for his pivotal contributions in laying down the regulatory and governance structures of the GCGRA. Murren emphasized the ongoing commitment to maintaining regulatory excellence, responsible gaming, and bolstering trust in the UAE’s approach to gambling as they move into the next phase of growth.

Mullally expressed deep gratitude towards his team on LinkedIn, acknowledging the honor of leading the GCGRA as a significant milestone in his career. He commended his team’s dedication and expertise, which were integral to their achievements, and noted their success in building a modern regulatory framework that is both efficient and forward-looking. However, Mullally stated that personal priorities would now take precedence as he looked forward to spending more time with his family back in Kansas City.

The GCGRA was established at a time when the UAE’s largest gaming development, Wynn Al-Marjan Island in Ras Al-Khaimah, was already underway, aiming for a grand opening in March 2027. This development is anticipated to catapult the UAE gambling market into a highly lucrative industry, potentially reaching a valuation of $5 billion in the future. Wynn Al-Marjan Island secured the UAE’s first commercial gaming licence under the regulatory framework developed during Mullally’s tenure. While Ras Al-Khaimah leads the field, the subsequent focus for operators would likely be on Abu Dhabi and Dubai, with industry speculation linking several major integrated resort operators to potential projects in these emirates.

MGM Resorts has been particularly vocal about its interest in entering the UAE market, having previously submitted an application for a casino licence which initially focused on Abu Dhabi. However, the company’s interest now seems to be shifting towards Dubai, although the licensing process remains unclear.

Kevin Mullally’s legacy as the UAE gambling regulator is marked not only by the establishment of regulatory frameworks but also by the launch of the UAE Lottery. Momentum LLC emerged as the surprise winner in securing the lottery licence, overtaking established operators Mahzooz and Emirates Draw, both of which had halted operations to seek national lottery certification. While Mahzooz expressed disappointment and a pivot in strategy, Emirates Draw chose to explore other gaming verticals. Meanwhile, the UAE Lottery celebrated its first Dh100 million jackpot winner in October.

Despite the success of the lottery, no other licensed online gambling operators have emerged as of yet. The UAE regulations allow for one licensee per emirate, hinting at a potential of up to seven operators entering the market. However, the limitations remain, with only expatriates, who make up a significant portion of the population, permitted to gamble. Online casino and sports betting licences are available, but no operator has been licensed thus far.

A few providers, such as Sportradar and Xpoint, have obtained vendor certification, marking a step forward in sports betting and iGaming. Yet, the launch of online gambling in the UAE remains uncertain, leaving interim CEO Jim Murren with the challenging task of navigating this new venture. Murren, who also holds prominent roles at Ritz Carlton Yachts and Resorts World Las Vegas, is expected to provide the necessary leadership to ensure the seamless operation of the GCGRA’s programs and stakeholder engagements.

In his farewell, Mullally expressed confidence in the GCGRA’s continued strength and resilience, acknowledging the dedication and accomplishments of its members. As the UAE prepares for the next chapter in its gaming landscape, the transition in leadership marks both an end and a new beginning, with much anticipated in terms of market development and regulatory advancements.
