The Hellenic Gaming Commission (EEEP) reported a moderate growth in Greece’s gambling revenues for 2025, indicating a 6.7% increase compared to the previous year. The total gross gaming revenue (GGR) amounted to €3.07 billion, driven largely by the land-based sector, which contributed €1.88 billion or 61.2% of the total. This development underscores the ongoing significance of land-based gambling in Greece’s market, even as the online segment, representing 38.8% of the GGR, witnessed a notable year-on-year growth of 10.5%. This report comes amid a backdrop of intensified regulatory measures and technical improvements aimed at enhancing oversight and player protection.
Land-based gambling continued to dominate the Greek market in 2025, with number games such as KINO contributing the most significant portion at €711.3 million, accounting for 37.8% of land-based GGR. This was followed by sports betting, which generated €414.2 million or 22%. Video Lottery Terminals (VLTs) and casinos made up 19.5% and 14.3% of the land-based revenue, respectively, while state lotteries and horse racing completed the sector’s revenues with €114.6 million and €6.4 million, respectively.
In the realm of remote gambling, 24 licensed operators contributed substantially to the sector’s revenue, which made up 38.8% of the total GGR. Fixed-odds betting was a significant component, comprising 40.3% of the online GGR. Meanwhile, other online gambling products such as live casino, poker, and slots accounted for 59.7%. Online betting operators emerged as the largest contributors to public gambling revenues, generating €736.94 million, which represented 63.1% of all public receipts. OPAP, Greece’s state lottery, also played a crucial role by contributing €326.66 million, which accounted for 27.95% of public revenues.
The introduction of a central player registry marked a significant step towards enhanced regulatory oversight. This initiative allows for unique player identification across various licensed operators, facilitating the development of a comprehensive self-exclusion framework. This system, which saw seven license holders connect during 2025, reflects the regulator’s commitment to player protection. Throughout the year, the commission processed 57 indefinite self-exclusion requests, highlighting ongoing efforts to address problem gambling.
The Hellenic National Bioethics and Technoethics Commission has called for stricter controls on marketing practices to combat underage gambling, recommending reduced advertising exposure during times likely to attract teenage audiences. This includes imposing limits on radio and television broadcasts during specific time slots and introducing new regulations for online advertisement frequency and content.
Despite these advancements, illegal gambling remains a concern. The EEEP increased its enforcement efforts, issuing updates to its blacklist and expanding the number of blocked domains from 9,590 in 2024 to 12,642 in 2025. Reports indicate that illegal gambling activities cost the Greek government approximately €400 million in lost revenue. Additionally, a study conducted in 2025 revealed that 10% of respondents were introduced to illegal gambling sites via influencers, highlighting a critical area for regulatory focus.
Looking ahead, the focus will be on implementing the new regulatory measures and continuing to refine enforcement mechanisms to mitigate illegal activities. The introduction of new marketing and advertising regulations is anticipated to take effect soon, further tightening the compliance landscape for operators. As the Greek gambling market continues to evolve, the ongoing balance between regulation and growth will remain a central theme in shaping its future trajectory.
