Codere Italia, the Italian branch of the prominent multi-channel operator Codere Group, has officially entered the online gambling market in Italy. This expansion marks a significant development for the company, which was already well-established in the Italian retail gambling sector through its gaming halls, bingo venues, and a comprehensive network of gaming machines in various locations such as bars.
The operator successfully obtained an extended licence from the Agencia de Aduanas y Monopolios (ADM), allowing it to operate in the online sphere. With the launch of its dedicated Italy-facing website, Codere.it, Codere Italia has taken what it describes as a “strategic step” towards broadening its offerings within the country. Furthermore, Codere Italia aims to forge B2B partnerships with other operators and entities looking to strengthen their presence in the Italian market.
This move signifies Codere Group’s continued expansion in the European iGaming market, expanding its reach beyond its native Spanish market.
The newly established online presence in Italy is described as both a natural progression and a strategic decision by Codere Italia. Alejandro Pascual, who oversees operations in Europe and serves as the country manager for Codere Italia, emphasizes the benefits for Italian customers, who can now experience a “consistent, high-quality” omnichannel service. He explains, “With Codere.it, we are taking a natural but strategic step: to also decisively consolidate the online segment while maintaining our identity as a committed, regulated, and customer-centric operator.”
Pascual underscores the company’s objective to provide a seamless omnichannel experience, maintaining that Codere is keen on forming collaborations with industry partners. These partnerships, particularly with those already operational in Italy, are seen as crucial to leveraging Codere’s reputation as a strong and trustworthy brand to bolster their online activities.

Despite Codere’s optimistic outlook, the Italian iGaming sector poses notable challenges. Italy’s regulatory landscape has undergone significant changes, prompting a cautious approach from many operators. Earlier this year, the ADM concluded its tender process for remote gambling concessions. Unlike the previous tender that saw 93 applications, only around 50 operators engaged this time, reflecting broader concerns within the industry.
The apprehensions proved justified when the ADM approved just 46 applications for new online gambling licences. Among the successful applicants were major players such as Betfair, Snaitech, and Sisal, all part of the Flutter Entertainment group, along with 888 Italia (Evoke), Hillside (Bet365), LeoVegas, and William Hill.
The reduced interest in these licences can be attributed to the substantial increase in associated fees. The new licensing model demands a fee of €7 million, a significant jump from the previous €200,000, which has deterred some operators from entering the market.
Moreover, online sports betting and casino operators are subject to tax rates of 24.5% and 25.5% on their gross gaming revenue (GGR), respectively. They also face an annual fee corresponding to 3% of their GGR and are mandated to allocate at least 0.2% of their GGR towards responsible gambling campaigns.
This regulatory environment presents a double-edged sword: while it introduces higher costs and operational demands, it also seeks to create a more responsible and sustainable market. The increased fees and taxes may act as a barrier to entry, potentially limiting competition but also ensuring that only committed and well-capitalized operators participate.
