Cirsa Acquires Majority Stake in Paraguay’s Slots del Sol, Expands Latin American Presence

Carlos Liseras, President of Paraguay’s National Commission of Games of Chance (Conajzar), noted that legislative changes have positioned Paraguay as an attractive environment for gaming businesses, citing low regional tax burdens as an incentive. The reform has contributed to a record PYG215.9 billion ($32.6 million) in revenue for the gambling sector in 2025, reflecting a 22.9% increase from the previous year.
