In 2025, Brazilian households experienced financial losses amounting to BRL62.5 billion ($12.5 billion) through betting activities, according to a recent study. This analysis, part of the third edition of the Fiscal Bulletin of Brazilian States, was conducted by the National Committee of Secretaries of Finance (Comsefaz) alongside the Celso Furtado International Center for Development Policy. The findings, which draw upon data from the Central Bank and other economic statistics, illustrate the significant financial impact of gambling on Brazilian families and highlight the evolving dynamics of the country’s betting industry.
The amount lost by Brazilian households was significantly higher than figures reported by the Secretariat of Lotteries and Betting (SPA), the official regulator of betting within the country. The study also uncovered that betting companies processed transactions worth BRL350.97 billion through Pix, Brazil’s instant cash transfer system, emphasizing the widespread financial activity within the industry.
A separate investigation by LCA Consultores, commissioned by the Brazilian Institute of Responsible Gaming (IBJR), suggested that between 41% and 51% of the betting market is controlled by unregulated operators. This substantial portion of the industry remains outside of official oversight, raising concerns about the effectiveness of current regulatory frameworks. The difference in estimates between Comsefaz and the Ministry of Finance—amounting to BRL25.6 billion—aligns with the lower end of LCA Consultores’ underground market projections.
The study, as reported by Folha, noted a significant regulatory shift in the nature of Pix transfers, particularly from individuals to businesses in sectors like arts, culture, sports, and recreation. This shift coincided with the formal regulation of betting operators, underscoring the interplay between new regulatory measures and financial behaviors. The net transaction loss, calculated as the money wagered minus winnings, was about 0.68% of Brazilian households’ gross disposable income, suggesting a notable influence of gambling on personal finances.
An analysis within the report focused on the impact of regulated betting operators on Pix transactions from October 2024 to March 2026. Researchers projected the expected transfer volume from individuals to companies in cultural and recreational sectors under the assumption that there had been no regulatory changes. By comparing this projection with actual recorded figures, the study aimed to measure the effect of betting operators. However, the authors clarified that this was a statistical model, not a direct causation analysis.
The report also addressed the impact of regulatory measures on lower-income families, particularly following the prohibition of gambling among Bolsa Família beneficiaries. This ban resulted in a noticeable deceleration of transaction growth, drawing the estimated and actual transfer volumes closer together. This suggests that lower-income households are heavily involved in Brazil’s online sports betting market, and the ban had a tangible effect on aggregate financial transfers.
