In Ukraine, the gambling regulatory authority known as PlayCity has unveiled a digital platform aimed at simplifying the process for the public to report illegal gambling advertisements. Announced on Thursday, the initiative marks a significant step in regulatory oversight within the nation. This new mechanism allows citizens to report instances of unauthorized gambling promotions across various media, including social media, websites, television, and more. This development comes in the wake of PlayCity assuming regulatory duties from the now-dissolved Commission for the Regulation of Gambling and Lotteries (KRAIL) in April 2024. The transition was prompted by KRAIL’s failure to efficiently manage the licensing process.
The newly launched system requires complainants to specify the type of media on which they encountered the advertisement. Users are expected to provide a direct link to the ad and any supporting evidence such as screenshots or video captures. Importantly, the system is designed to record and store such evidence, ensuring that even ephemeral content, like social media stories, is documented for regulatory review. This capability is particularly crucial as it allows regulatory authorities to assess content even after it has been removed or has expired.
Upon receiving a complaint, PlayCity staff will assess whether the reported content contravenes Ukraine’s gambling advertising regulations. Should a breach be confirmed, the regulator is empowered to demand the removal of offending material from major digital platforms, including Meta, Google, TikTok, YouTube, Viber, and Twitch. Social media pages that persistently host illegal gambling ads risk being blocked, and fines may be imposed on responsible entities. In situations where the advertisers’ identities are unclear, cases may be escalated to law enforcement. As of 2026, the penalty for illegal gambling advertising in Ukraine stands at UAH5,188,200, equivalent to approximately $118,069.
The introduction of this online complaints tool aligns with broader regulatory measures enacted under Law No.9526d, which also led to KRAIL’s dissolution. This law represents a continued effort by Ukrainian authorities to tighten control over the gambling industry following its legalization in 2020. Over the past 11 months, PlayCity has reported imposing fines totaling almost UAH80 million for illegal gambling advertising violations and has blocked over 500 social media pages for disseminating prohibited content. These actions underscore the ongoing commitment to enhancing compliance and enforcement within the industry.
Additionally, PlayCity has implemented an automated system, in collaboration with Ukraine’s Ministries of Digital Transformation and Defence, to prevent military personnel from accessing online gambling platforms. This measure, introduced in March, is part of efforts to mitigate gambling-related issues among military staff during the current martial law period.
The online complaints platform is now accessible to all Ukrainian citizens via the PlayCity website, empowering the public to actively engage in the monitoring of illegal gambling promotions. This strategic move is expected to bolster PlayCity’s regulatory arsenal, enhancing the integrity of Ukraine’s gambling market.
Looking ahead, the focus will be on the system’s operational effectiveness and the regulator’s capacity to manage and enforce reported cases promptly. The evolving digital landscape presents continuous challenges and opportunities for regulatory bodies, making the implementation and refinement of these tools crucial for sustaining an orderly gambling environment in Ukraine.
